The purpose of the research is to develop a diversity-oriented human resource management model according to the local conditions of Iran's government organizations. In this research, first, by using the method of content analysis and interviews with the experts of the country's employment administrative affairs organization, and its implementation in the Maxqda 2020 software. And performing open and central coding of the components of diversity and its consequences were identified and summarized, and then using selective coding, the final framework of the diversity-oriented human resource management model was formed.The findings of the research show that the output of thematic analysis in the analytical mode of the documents is 27 components in 5 dimensions of diversity (environment, knowledge, personal characteristics, skills and behavioral examples) and in the analytical mode of the interview, the number of 5 outcome components (performance career, organizational innovation, improvement in training and development of human resources, intention to leave service and commitment) were identified and the output of confirmatory factor analysis also showed the main dimensions of the model including diversity with 20 components, performance with three components and outcome with 5 components, in the test Validity and reliability scores were obtained and the final model was presented with 3 dimensions and 28 components. All variables have had an impact on diversity-oriented human resource management. Based on the obtained coefficients, the amount of the outcome is 0.365, function 0.436, environment 0.534, diversity of human resources 0.590, knowledge 0.740, skill 0.757 and personal characteristics 0.911.
