چکیده
بیانیه گام دوم، اعلامیه رستاخیز و رنسانس علمی انقلاب اسلامی است. مدیران تمدن ساز می‌توانند با توجه به تمامی ظرفیت‌هایی که در کشور وجود دارد و با تمام مشکلات و چالش‌هایی که با آن مواجه هستند نحوه مدیریت خود را به ارتقا برسانند.هدف از انجام این پژوهش طراحی و تبیین مدل ارتقا‌ء مدیران مبتنی بر بیانیه گام دوم انقلاب اسلامی در سازمان تأمین اجتماعی کشور (ستاد مرکزی) است. این پژوهش با رویکرد کیفی‌- استقرایی و به روش نظریه زمینه‌ای استراوس - کوربین انجام شد. ابزار پژوهش (گردآوری داده‌ها) مصاحبه نیمه‌ساختارمند بود. با بهره‌گیری از روش نظریه زمینه‌ای، داده‌های حاصل از مصاحبه‌های انجام شده با 12 نفر از نخبگان و متخصصان واجد شرایط سازمان تأمین اجتماعی طی سه مرحله کدگذاری باز، محوری و انتخابی تجزیه‌وتحلیل شد. 35 مقوله کلی در قالب مدل پارادایمی که این عوامل دربرگیرنده شرایط علّى (اطلاع‌رسانی نامناسب؛ نیازمند نیروی انسانی کارآمد؛ فقدان نوآوری؛ استقلال و آزادی ؛ تمدن سازی؛ مدیریت علمی آینده؛ رقابت ناسالم؛ جوان‌سازی مدیریت؛ عدالت‌خواهی؛ آینده اسلامی) پدیده محوری (ارتقا‌ء مدیران مبتنی بر بیانیه گام دوم انقلاب اسلامی)، شرایط زمینه‌ساز (نیروی شایسته سازمانی؛ اخلاق‌مداری؛ سبک زندگی مدیر جهادی؛ فرهنگ مدیریت سازمانی؛ کنترل هزینه)، شرایط مداخله‌گر (بیانیه گام دوم انقلاب اسلامی؛ مرزبندی‌های درست؛ سیاست بیانیه گام دوم؛ آینده خواهی) و راهبردها (شفافیت سازی ؛ ارتباط مدیران با فرد و فعالیت سازمان؛ مدیریت جهادی سازمان؛ مبارزه با سبک زندگی غربی؛ نگهداشت استقلال و آزادی انقلابی؛ آمایش سرزمین ؛ عدالت محوری؛ مردم محوری؛ گسترش روابط داخلی و خارجی) و پیامدها (تحول پایدار؛ نفوذ سیاسی؛ تحقق عدالت؛ توسعه اقتصاد مقاومتی؛ امنیت؛ توسعه تمدن اسلامی- ایرانی؛ افزایش عزت ملی و بین‌المللی) است.

چکیده English

The statement of the second step is the declaration of resurrection and scientific renaissance of the Islamic Revolution. Civilizing managers can improve their management style according to all the capacities that exist in the country and all the problems and challenges they face. Islamic in the country's social security organization (headquarters). This research was conducted with a qualitative-inductive approach and by the Strauss-Corbin grounded theory method. The research tool (data collection) was a semi-structured interview. By using the grounded theory method, the data obtained from the interviews conducted with 12 elites and qualified professionals of the social security organization were analyzed during three stages of open, central and selective coding. 35 general categories in the form of a paradigm model where these factors include causal conditions (improper information; need for efficient manpower; lack of innovation; independence and freedom; civilization; scientific management of the future; unhealthy competition; rejuvenation of management; seeking justice; Islamic future) promotion of managers based on the statement of the second step of the Islamic revolution), background conditions (competent organizational force; ethical orientation; lifestyle of a jihadi manager; culture of organizational management; cost control), intervening conditions (the statement of the second step of the Islamic revolution; correct demarcations; the policy of the statement of the second step; futurism) and strategies (transparency; communication of managers with the individual and the organization's activities; jihadist management of the organization; fighting the western lifestyle; maintaining independence and revolutionary freedom; improving the land; justice-centered; people-centered; expanding internal and external relations) and consequences (sustainable transformation; political influence; realization of justice; development of resistance economy; security; development of Islamic-Iranian civilization; increase of national and international honor).
