بررسی موانع مدیریتی توسعه اماکن و تاسیسات ورزشی با تاکید بر اقتصاد مقاومتی

چکیده
این پژوهش با هدف بررسی موانع مدیریتی توسعه اماکن و تاسیسات ورزشی با تاکید بر اقتصاد مقاومتی اماکن و تاسیسات ورزشی شهر شیراز انجام شد. از نظر روش انجام پژوهش از نوع پژوهش های کاربردی است که به شیوه ترکیبی انجام شده است. جامعه آماری این پژوهش شامل کلیه اساتید و مدیران اماکن و تاسیسات ورزشی دولتی در شهر شیراز بود؛ نمونه‌گیری به‌صورت هدفمند انجام شده است .برای تجزیه و تحلیل داده‌ها از رویکرد کیفی با کدگذاری باز و محوری و مدلسازی ساختاری تفسیری استفاده شده است. با توجه یافته‌های حاصل از کدگذاری باز و محوری مشخص شد که موانع مدیریتی توسعه اماکن و تاسیسات ورزشی با تاکید بر اقتصاد مقاومتی شامل موانع اجتماعی، موانع انسانی، فقدان کیفیت تولیدات داخلی، کسری بودجه مزمن و پایدار، موانع اقتصادی کشور، موانع ساختاری، فرسودگی و کیفیت پایین اماکن ورزشی، فقدان اختیار کافی و ضعف مهارتی مدیران بالادستی و پایین دستی می‌باشد حال به تفکیک هر یک از این عوامل مورد تفسیر قرار می‌گیرند.نتایج پژوهش نشان داد سه مانع یعنی موانع اقتصادی کشور، موانع ساختاری، فقدان کیفیت تولیدات داخلی در سطح اول قرار گرفته‌اند و مهمترین موانع تلقی می‌شوند همچنین در سطح دوم موانع ضعف مهارتی مدیران بالا و پایین دستی و فقدان اختیار کافی قرار دارد در سطح سوم موانع فرسودگی و کیفیت پایین اماکن ورزشی و کسری بودجه مزمن و پایدارجای گرفته است و در سطح آخر نیز موانع اجتماعی و موانع انسانی قرار گرفته است.کشور ایران با مشکلات و محدودیت‌های اقتصادی و عدم انطباق آن با ساختارهای حاکم بر دنیا در حوزه‌های مختلف روبه‌روست. درک این محدودیت‌ها است در ورزش نیز وجود دارد که اهمیت اجرای سیاست‌های کلی اقتصاد مقاومتی را روشن می‌کند.

چکیده English

This research was conducted with the aim of investigating the managerial barriers to the development of sports facilities and facilities, emphasizing the economy of resistance of sports facilities and facilities in Shiraz. In terms of the research method, it is applied research that is done in a combined way. The statistical population of this research included all professors and managers of government sports facilities in Shiraz; Sampling has been done purposefully. A qualitative approach with open and axial coding and interpretive structural modeling has been used to analyze the data. According to the findings of the open and central coding, it was found that the managerial barriers to the development of sports facilities and facilities with an emphasis on resistance economy include social barriers, human barriers, lack of quality of domestic products, chronic and stable budget deficit, economic barriers of the country, structural barriers. , wear and tear and low quality of sports facilities, lack of sufficient authority and weak skills of upstream and downstream managers, now they are interpreted separately for each of these factors. The results of the research showed three obstacles, i.e. economic obstacles of the country, structural obstacles, and lack of product quality internal are placed on the first level and are considered the most important obstacles. Also, on the second level, the obstacles are the lack of skills of upper and lower managers and the lack of sufficient authority. On the third level, there are the obstacles of wear and tear and low quality of sports facilities and chronic and stable budget deficit. Finally, there are social barriers and human barriers. The country of Iran is facing economic problems and limitations and its non-compliance with the ruling structures of the world in various fields. It is the understanding of these limitations in sports that clarifies the importance of implementing the general policies of the resistance economy.
